Financial Coordinators for our missions abroad - with French knowledge

GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, sex, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by 23 sections and offices worldwide. MSF OCBA is one of those directorates. The operations are implemented by 41 field teams and 20 mission coordination teams and organizational units based in Barcelona, Athens, Nairobi and Buenos Aires.

 

JOB PROFILE

The Financial Coordinator is part of the management team and supports the General Coordinator of the mission from his/her base in the country capital. The general objective of the Financial Coordinator is to properly manage and guarantee the financial resources used in the mission. With his/her actions and initiatives, s/he guarantees the effective and concrete development of financial management within the mission ensuring the transparency (external and internal) and accuracy of financial resources used. The Financial Coordinator is also responsible for managing his/her team, supervising the financial administrator on projects and working in close coordination with the mission coordination team.

 

RESPONSIBILITIES

  • The Financial Coordinator has overall responsibility for the mission’s proper financial management and needs to ensure that correct procedures are followed.
  • Participates actively as a member of the Mission Coordination Team (MCT) in line with policies defined by MSF.
  • Is  responsible to produce and coordinate the mission’s annual financial budget, in the most accurate and realistic manner, together with budget holders and in coherence with the annual operational plan, to update this budget throughout the budget cycle, to ensure budget is relevant and proportionate, and to anticipate changes and challenges and plan accordingly.
  • Is responsible for monitoring expenses vs budget on a regular basis, to analyze variances, to decide corrective actions if necessary.
  • Produces regular and adequate indicators to monitor financial health of the mission, to produce and share relevant cost analysis.
  • Contributes to preserving identity and principles of MSF through discussions, contributions and reflections on issues related to the values of the organization and the ethics-related expenditure.
  • Represents MSF in meetings with authorities and other NGOs for issues related to finance.
  • Is responsible and supervises all finance team in capital including recruitment, training, follow up of their work, holiday planning, evaluations, etc.
  • Supervises the financial work of the log/admin or Field admin proceeding to internal audit during field visit to ensure that the internal controls are implemented.
  • Is responsible for supervising Services Contracts in the Mission (maintenance, rental of premises, etc). draft & check contracts and agreements in line with the existing legal framework, decide on relevant insurance to subscribe, seek legal advice when needed.
  • Is responsible to check that the administrative procedures related to taxes and payment of social security obligations are followed, and comply with established legal procedures in the country:
  • Is end responsible for the correct payment of wages for national staff, ensure correct control levels and to ensure policies and procedures are correctly implemented in projects. (even if HR is responsible for the definition of contracts and salaries, Finco is making the actual payment and has to vouch for it + account for it ).
  • Is responsible, coordinate and ensure the operation of the treasury for the smooth running of operations at all times and maintain as much control as possible about the security risks, in particular:
  •  Define minimum levels of cash.
    1. Anticipate the planned expenditure (money orders, etc).
    2. Manage local bank accounts and transfer of funds between HQ and the mission, and from the capital to the projects (internal transfers)
    3. Manage contacts with banks and/or other financial institutions at Mission level.
    4. Monitor the payment of suppliers and staff salaries.

 

 

SELECTION CRITERIA:

  • Studies: University Degree in Business administration, Finance, Economics, or other related discipline. A Master in Finance/Business Administration is desirable
  • Professional experience and knowledge: At least 2 years of professional experience in a similar position. Technical knowledge and experience in most of the following areas: Controlling, planning, budget preparation, deviation analysis, treasury, audit, financial controls.
  • Basic accounting knowledge is necessary and IT Skills Office (excel)
  • Languages: Minimum requirements: Fluent in English and French
  • Availability of 12 months, for the 1st mission

 

CONDITIONS:

  • Preparatory course before leaving to the field.
  • Legal contract for the duration of the mission.
  • The gross basic salary is approximately €1,000 per month during first missions and for positions of lesser responsibility. The salary is regularly reviewed according to the length of time in the organization and the experience acquired.
