Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.
PLACEMENT WITHIN THE ORGANISATIONAL CHART
The HACEHP MIO is hierarchically accountable to the Deputy Medical Director in charge of Med-Ops. S/he is functionally linked to the HACEHP advisor of the Medical Department based in Barcelona. S/he also is part of a team composed by: one person providing support to Latin America missions based in Rio, and one person supporting West Africa missions, based in Dakar. The HACEHP MIO supports the missions in: East Africa, Middle East and Asia. S/he works closely with the correspondent Operational Cell-based Health Advisor (TESACO) when implementing work for /in specific missions.
While in mission in the field, he/she works under the regular hierarchical and functional structures of the missions, by keeping its communication with the Medical Department as explained above.
CONTEXT AND GENERAL OBJECTIVE OF THE POST
Contribute in the implementation of the Humanitarian Anthropology (HA), Community engagement (CE) and Health Promotion (HP) intervention components in the different MSF OCBA missions.
The HACEHP MIO will visit the following missions (to be prioritized): Yemen, Turkey, Bangladesh, Central African Republic, Niger, India, Thailand, Sudan and South Sudan according to prioritized needs for 2019 annual plan. Visit planning and specific visit TOR will be done in conjunction with Deputy Medical Director, HACEHP advisor in Barcelona, Cell-Health Advisor and MedCo of the mission. The ToR could include several of the tasks below or others according to identified need.
RESPONSIBILITIES AND DESCRIPTION OF FIELD ACTIVITIES
ü Conduct qualitative assessments and contribute to develop the HACEHP strategy for the project
ü Conduct training sessions for MSF teams on HACEHP frameworks, planning and evaluation tools.
ü Train local supervisors on HHRR management, activities monitoring and evaluation.
ü Evaluate the pertinence of the integration of the HACEHP component in project activities. Discuss with field teams and propose improvements.
ü Support the onset of HACEHP activities in the projects ensuring empowerment of Field teams to enable follow-up and consolidation at the end of the visit.
ü Contribute to the establishment of communication channels with local societies, communities or neighborhoods where MSF works.
ü Participate in monitoring of HACEHP activities under development.
ü In case of a first mission or inexperienced HACEHP person covering the expat position, develop together a "coaching" program. Provide periodic reports after field visits, progress of status and quality of the integration of the HACEHP component according to each visit focus.
RESPONSIBILITIES AND DESCRIPTION OF ACTIVITIES WHEN IN HEADQUARTERS/HOME
ü Contribute to the capitalization of different interventions.
ü Contribute to improve the awareness and understanding of HQ of the HACEHP component of our projects by sharing experiences.
ü Contribute to the different trainings organized at headquarters; PPD, HOM-MEDCO, PMR-FC, technical trainings, CO-days under request. This includes the provision of training modules as required.
ü Provide technical support to TESACOS and other members of MSF OCBA regarding HACEHP components.
ü Contribution in the improvement and contextualization of HACEHP technical guidelines and materials for field use.
Education: Essential Master’s Degree in community work, social work, communication, or related studies.
Languages: Fluent in English and French. Portuguese very desirable. Arabic and other languages an asset.
Experience: A minimum of 1 year of field experience in different MSF projects (different contexts) or with relevant medical organization working in low income countries and/or humanitarian settings in the fields of Humanitarian Anthropology, Community engagement, and Health Promotion

ü Contract: determined period 12 months, with possible extension depending on the evolution of the assigned portfolio.

ü Annual gross salary: 26.981,33 € (divided into 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy.
ü Practical working conditions while in the field are as per the MSF-OCBA guideline.
