Position status: 10 month contract, with possibility of extension

Location: Amman – OCBA Middle East Unit Office

Salary: According to MSF OCBA level and salary scale for the decentralized Middle East Unit



The Telemedicine Services Implementer and Coordinator primary objective is to develop, implement and coordinate the MSF capacity to use Telemedicine Solutions (TMS) in MSF projects in the Middle East. Based on needs assessments and requests, the TMS Implementer and Coordinator provides end-to-end context-adapted implementation of Telemedicine solutions providing complete implementation package and operational support for project initiation, execution and evaluation phases. 


The position will also consolidate and share knowledge on Telemedicine usage in the Middle Eastern context, inside and outside MSF. The position may also be asked to support other eHealth projects.



Médecins Sans Frontières (MSF) faces two important operational challenges in the Middle East: i) Restricted access to certain populations and ii) MSF technical capacities and operational models are not fully adapted to the type of conflicts, standards of quality and epidemiological profile of the populations in the Middle East.


MSF’s Middle East Unit and its Amman Center for Humanitarian Medicine want to address MSF operational challenges and build on lessons learned, by focusing on five  specialization: i) Health surveillance, ii) Remote support to health facilities, iii) Mental Health, iv) Chronic diseases and v) War trauma and emergency circuit. 


It has been demonstrated that MSF interventions would benefit from the implementation of Telemedicine Solutions (additional clinical support, training and mentoring possibilities, monitoring capacity).


The Operational Center Barcelona-Athens (OCBA) together with MSF Canada will deliver TMS when and where appropriate tools and resources are not available. The project will be implemented through MSF Ca, in collaboration and coordination with OCBA, executing the implementation, development and maintenance of relevant TMS.




Telemedicine implementation and coordination


  • Present the service to the hospital and ensure comprehension and acceptance of TMS users

  • Technical service delivery - implement existing solutions as per the needs including real-time technical support

  • Advise on protocol needs, training and clinical dilemmas 

  • Monitor and analyze performance statistics/data to ensure that trends are developing positively and to inform future strategic development

  • Implement MSF project management tools as directed by the line management and offer operational support in project management methodologies 

  • Provide analysis on service gaps, sub-optimal utilisation of the service, and work on solution plans with the mission, cell and MEU and follow implementations and outcomes

  • Create presentations and communication pieces to share activity results with stakeholders as required and ensure coordination between stakeholders and team members

  • Identify internal and/or external partnership opportunities for supporting the Telemedicine project 

  • Collect and consolidate information on telemedicine activities for internal and external use

  • Analyse best practice based on questions and clinical cases raised

  • In case of need, translate (or ask for translation) for case description and responses


    Human Resources and administrative tasks

  • Responsible for capacity building, training and HR support when it comes to TMS 

  • Continue to develop the pool of clinical experts connected to TMS in the Middle East

  • Ensure timely administrative support to the network of specialists involved in telemedicine projects

  • Assist in developing and implementing the communication strategy for the telemedicine program at large

  • Update, organize and maintain all relevant project management documents


    ICT management and user assistance

  • Support to users, including setting up new accounts, answering user enquiries, assisting with login or functionality issues, as required

  • Participate in identifying areas for new developments



    Education and experience

  • University degree in relevant field or equivalent professional work experience of 5 years.

  • Medical professional, with literacy in at least one of the following; Medical technology, Information Technologies applied to Medical practices, Telemedicine,

  • ICT specialists may be considered when demonstrating solid experience in the field of Telemedicine and Public Health or similar.

  • Prior experience in eHealth projects is desirable.

  • Demonstrate experience in project management/coordination end-to-end with multiple team members

  • Experience in telemedicine is highly desirable

  • MSF field experience or with another humanitarian/medical organization is highly desirable

  • All relevant applications will be considered

  • Fluency in English and Arabic is essential

  • Work is generally carried out during the day, Sunday to Thursday, but this may vary. Sometimes it is necessary to work evenings, weekends or holidays

Frequent travels are requested in Middle East.
