MSF OCBA is looking for a Procurement Referent


The Procurement Referent is based at MSF-Spain HQ in Barcelona, is hierarchically and functionally responsible for two FTE in the Procurement desk service. Responsible for procurement taking place in HQ and functionally supports topics of procurement in the field. He/she is hierarchically accountable to the Head of Facilities, and functionally to the Head of Supply Chain Unit. The main objective of the position is to optimize procurement for HQ, collaborating with technical (requesting) departments regarding market assessments, tenders and procurement decision taking. Additionally, he/she gives guidance to missions (upon demand) regarding topics of procurement, as well as functional input to procurement procedures for MSF OCBA. He/she will be responsible of the Punto de Salida giving support with the shipments to the field and the entire task related with courier services.


1/ Procurement for HQ

  • Defines procurement procedures and strategy for MSF OCBA HQ (to be validated by Head of Facilities and Supply Chain)
  • Plans and updates procurement planning for the different functional needs of HQ (and for the field regarding IT/Telecom equipment needs)
  • Promote and participate in HQ tenders.
  • Review HQ supplier’s contracts and propose improvement areas
  • Provides project management and expert input regarding tenders for HQ needs (and for the field regarding IT/Telecom equipment needs), in collaboration with functional/technical departments/experts
  • Follows up supplier relationship and performance  for HQ suppliers, and suppliers IT/Telecom for the field
  • Data based analysis MSF OCBA procurement with the aim of identifying improvement potential
  • Has functional ownership for SAP MM as used in HQ
  • Has functional reporting line with Purchasing Officer
  • Responsible for contracting and giving support with courier services

2/ Support related to procurement in the field

  • Gives functional input to the procurement procedures and strategy for MSF OCBA missions (e.g. local purchases), and collaborates with Supply Chain (Improvement) Co-ordinators and Procurement Advisor (based in Nairobi) to validate and implement
  • Provides procurement support & training to missions and operational cells upon request
  • Provides input to improvement efforts and projects in the MSF OCBA supply chain

3/ Collaboration and field visits

  • Co-ordination with Procurement Advisor (based in Nairobi) regarding overall procurement/improvement agenda for MSF OCBA
  • Collaboration with colleagues from other experts/departments/units within  OCBA HQ (with knowledge/ownership of the needs to be procured)
  • Collaboration with colleagues in the field and cells (Logistic/Supply) regarding local procurement topics in the field
  • Collaboration with European Supply Centres and other Operational Centers (exchange of procurement related information, knowledge, experience): procurement officers and managers
  • Intersectional: participation in intersectional procurement platform (IPP)
  • Intersectional: based on demand participation in intersectional projects
  • Field visits: based on needs


Education and experience

  • Degree in Supply Chain, Procurement
  • Minimum 3 years’ experience in procurement
  • Asset: experience supply chain and/or in humanitarian sector/MSF
  • Fluent written and spoken Spanish and English. Additionally French would be an asset

  • Position based in Barcelona, at the Médecins Sans Frontières-Spain Headquarters with limited need to travel to missions
  • Fulltime job

  • Annual gross salary: 32,694.71 € (12 months payments) + secondary benefits, based on OCBA Reward Policy
  • Starting date:  immediately
